Understanding the Constitution

USMCA “Trade Agreement”, the North American Union, an Article V convention, and Red Flag Laws: Connecting the Dots

By Publius Huldah

The Globalists have long been in the process of setting up a dictatorial and totalitarian oligarchy over the United States. Now they are putting the last pieces in place. That is what is behind the pushes for the USMCA “Trade Agreement”, an Article V convention, and red-flag and other laws to disarm the American People: The Globalists want to move the United States into the North American Union.

USMCA “Trade Agreement”

The USMCA “Trade Agreement” is, in reality, a Transfer of Sovereignty Agreement. It provides for the economic and financial integration of Canada, the United States, and Mexico. In addition to putting the three countries under global regulation of a host of issues such as patents, environmental regulation, labor, immigration policy, prohibition of discriminatory practices respecting sexual preferences and “gender identity” in the workplaces; 1 it puts the International Monetary Fund (IMF) in control of our economy and binds us to submit to an international monetary system which is to be administered and enforced (at least initially) by the IMF and which will replace our collapsing Federal Reserve system.2

Every word, clause, sentence, paragraph, page, chapter, and appendix of the USMCA “Trade Agreement” is in blatant violation of our Declaration of Independence and Constitution.

North American Union

The North American Union brings about the political integration of Canada, the United States, and MexicoThe Task Force Report on Building a North American Community [link] sponsored by The Council on Foreign Relations provides for (among other horrors):

♦  increasing the “cooperation and interoperability among and between the law enforcement agencies and militaries.” The Report thus indicates that the plan is to combine the functions of law enforcement and the militaries of the three countries, so as to create a militarized police force consisting of Canadians, Mexicans, and Americans (pages 10-12).3

♦  a North American Advisory Council, with members appointed by Canada, the United States, and Mexico, to staggered multiyear terms to “provide a public voice for North America”; and a “North American Inter-Parliamentary Group” which will have bilateral meetings every other year; and a trinational interparliamentary group to meet in the alternating year (pages 31-32).

To merge the functions of our police and military and combine it with those of Canada and Mexico; 4 and to permit a Parliament to be set up over and above the United States, is altogether repugnant to our existing Constitution. But this is what the Globalists and the Political Elite of both parties want. Before they can impose it on us, they need to get a new Constitution for the United States.

An Article V Convention

And that’s the purpose of an Article V convention – to get a new constitution for this Country which legalizes the USMCA “Trade Agreement” and transforms the United States from a sovereign nation to a member state of the North American Union.

But Americans don’t want another constitution, and they don’t want to be moved into the North American Union.

So!  Some of those pushing for an Article V convention, such as the “Convention of States Project” (COS) are marketing a convention to appeal to conservatives. COS and their allies such as Mark Levin claim to be for limited government and say they want a convention to get amendments to “limit the power and jurisdiction of the federal government”. Sadly, those who don’t know that our Constitution already limits the power and jurisdiction of the federal government to a tiny handful of enumerated powers [they are listed on this one page Chart] fall for the marketing.5

But others of those pushing for an Article V convention, and certainly those financing the push for a convention, 6 actually do intend to “limit the power and jurisdiction of the federal government”; and they intend to do it by transferring the powers our Constitution delegates to the federal government (plus the powers reserved to the States or the People) to the global government which they are setting up over us.7

This Flyer shows why Delegates to an Article V convention (called for the ostensible purpose of proposing amendments to our existing Constitution) have the right and power to ignore their instructions and impose a new Constitution which puts us under a completely new Form of government – such as the North American Union.

Red flag Laws & Gun Confiscation

When Americans finally see what has been done and how they have been deceived, they will be angry. That’s why they must be disarmed now. But all federal gun control laws for the Country at Large are unconstitutional as outside the scope of powers granted to Congress; as in violation of Article I, §8, clauses 15 & 16; and as in violation of the Second Amendment. And any pretended State law which contradicts its State Constitution or which interferes with Congress’ power (granted by Art. I, §8, cl. 16) to “organize, arm, and discipline, the Militia”, is also unconstitutional [link].

Red flag laws also violate the privileges and immunities clause of Article IV, §2; and the due process clauses of the 5th Amendment and §1 of the 14th Amendment. US Senator Marco Rubio’s (Fla.) malignant red flag law [link] appropriates a total of $100 Million to pay to States and Indian Tribes which pass the red flag legislation set forth in Rubio’s bill.

And Trump says respecting red flag laws, “Take the guns first, go through due process second.” [link].

Stop the Globalists: Oppose the USMCA “Trade Agreement” and an Article V Convention

While the Trump Administration hammers the Globalists’ nails into our coffin, his trusting supporters censor criticism of the USMCA “Trade Agreement” – even though the Agreement is so long and incorporates so many other Agreements it is unlikely that any of them (including Trump) have read it.

And demagogues in the pay of Globalists have convinced constitutionally illiterate Americans that the solution to all our problems is to get an Article V convention.

Endnotes:

2 Publius Huldah: So You Think Trump Wants To Get Rid Of The Fed?

3 Meanwhile, the UN is building a global military & police force. See “United Nations Peacekeeping” [link] and think of the ramifications of such a militarized global police force. Who will be able to resist?

4 Mexico’s culture is notoriously criminal. If we permit Globalists to get an Article V convention and a new Constitution which moves the United States into the North American Union, you can expect to see militarized Mexican police operating within our [former] Country. And soon, they will be wearing blue helmets.

5 It is possible that Mark Levin and the hirelings promoting a convention (such as Mark Meckler, 6 Tom Coburn [link], and Jim DeMint [link]) don’t know what the actual agenda is. And it is almost certain that COS’s constitutionally illiterate celebrity endorsers and lemmings don’t know. People who don’t know that our Constitution already limits the federal government to a tiny handful of enumerated powers, and that our problems are caused by ignoring the Constitution we have, are easily deceived by the ridiculous claim that we must amend our Constitution to make the federal government obey it.

Our Framers always understood that the purpose of an Article V Convention is to get a new Constitution [link]. This is why James Madison, Alexander Hamilton, and four US Supreme Court Justices, among others, warned against it [link].

6 It is the Globalists, primarily the Kochs and George Soros, who are funding the push for an Article V convention. See, e.g.,

♦  Kochs Bankroll Move to Rewrite the Constitution [link].

♦  George Soros assault on U.S. Constitution [link]

♦  Mark Meckler is president of “Citizens for Self-Governance” which launched the “Convention of States Project”. This website discusses funding for Citizens for Self-Governance.

♦ Koch brothers from Conservapedia [link]

7 The transfer of power from our federal government to global government by means of the USMCA “Trade Agreement” is illustrated here.  Additional powers will be transferred by the new constitution which moves us into the North American Union.

  1. Ma’am,

While I may have more to say about this later, I can and will say this right now: reading the USMCA in its entirety wasn’t necessary to have serious questions about it; a quick look at the table of contents would’ve been enough. For example, chapter 8’s title says: “Recognition of Mexican Ownership of Hydrocarbons.”

Why is there specific mention of Mexican hydrocarbons (i.e. petroleum)? Why is there no mention of US or Canadian ownership of hydrocarbons? Since there is no specific mention of Canadian or American ownership of those nations’ respective hydrocarbons, then who DOES own them? Who controls them? Does this mean that America and Canada have no say over their hydrocarbons? I could go on, but you get my point.

When I started college, I took an orientation session on how to be a good student. One of the things they taught us was how to use a textbook’s ToC to quickly figure out what was covered, and in what order. If the ToC checked out, you could dig a little deeper to figure out whether or not a book would meet your needs for a project, class, or assignment.

Likewise, a quick look at USMCA’s ToC would prompt anyone with a brain to ask questions, and then to dig deeper. A good example is the aforementioned chapter 8. Another one is chapter 22, state owned enterprises. Why would THAT be an issue if the parties to USMCA were to retain, not transfer, their sovereignty? What about good regulatory practices, found in chapter 28? Again, I could go on, but you get my point: reading the USMCA isn’t necessary to have problems with it; a quick glance at the ToC is enough.

    • Thank you! I had to read the USMCA “Trade Agreement” [it should be called “Transfer of Sovereignty Agreement] and the CFR’s Task Force Report on the “North American Community” to get the info to write this short paper!

  4. Yes, you can be SURE that if we permit (via our own apathy) the globalists to move us into the North American Union, we will see global POPULATION REDUCTION.

The speakers at the UN Climate conference differ on which “categories” of people should be reduced or eliminated – and whether the reductions or eliminations should be done by birth control & abortions or mass genocide.

See Alex Newman’s article, UN Speakers Push Population Reduction for “Climate Emergency” at this link:

  5. Was NAFTA the same as you say the USMCA is? I fully agree with you on the danger of the North American Union and other efforts like the Art V Convention. So my question is If NAFTA wasn’t bad in the ways stated about USMCA what changed? The USMCA is supposed to be just a replacement “Trade Deal” and as such a stand alone effort. I look forward to you thoughts and always find them interesting, thank you!

    • Stephen, NAFTA was passed decades ago when I was still practicing law and I didn’t have time to read it. So at that time, I had to rely on others lawyers [namely, Phyllis Schlafly] whom I trusted and who I knew had read it.

So I can’t compare NAFTA with USMCA. But I have read USMCA, and with all of the other agreements incorporated by reference, it’s huge and almost unreadable. And it IS a “Transfer of Sovereignty Agreement”: Christian Gomez and I lay it out in the two articles I link to in footnotes 1 and 2 of my paper posted just above.

Does Trump know what it does? I don’t know. But I do know that he couldn’t possibly take 4 weeks off from his regular duties as President to actually read it. I expect he is getting his advice on it from the Council on Foreign Relations member, Robert Lighthizer, who negotiated it for the United States.

So is Trump a FAKE “nationalist”? It looks that way to me. Oh, I know he gave that grand speech before the United Nations where he promised he would never surrender American Sovereignty; but the Trade Agreement he signed does just that. In other words, he said one thing and did the opposite.

Whether he is deliberately deceiving us or whether he himself has been deceived by Robert Lighthizer, I do not know. But either way, Trump is culpable.

      • Article by Gomez has lots of quotes and references, so a great volume of information. Other than interesting for historic background (which is important) it was short on specifics of how USMCA equates to the EU or a World Government.

President Bush may have signed up for the Security and Prosperity Partnership of North America (SPP) pushed by the Council on Foreign Relations (CFR) because he is a Globalist. President Trump would not have and won’t sign up to agreements like that because it is anti-American (USA) and he means what he says about America First (USA).

As to USMCA being the “slippery slope” of agreements leading to a World Order that we wouldn’t want it is hard to do anything that someone doesn’t see as wrong or an entrapment.

Specific comment is made about “However, new to the USMCA, Article 32.10 of its chapter 32 on “Exceptions and General Provisions” leans heavily in this direction, possibly laying the groundwork for a future North American customs union ”

The fear here being what may be an over thought possibility that this stated “exit strategy” offered all three countries, will/could lead to exactly the opposite in that it will encourage countries to not leave USMCA but give up their individual rights “…will ultimately give rise to the creation of a binding supranational authority over all three countries, one in which unelected, appointed bureaucrats supersede the will and authority of the American people and individual states as represented by the U.S. federal government. In fact, such a supranational authority is not too far off from what the USMCA proposes. “

“While in theory the U.S. Congress would still have the final say over changes to domestic regulations and practices that affect trade, in reality the U.S. government would more than likely acquiesce to the decisions or “recommendations” of the Free Trade Commission in the name of freeing world trade and promoting economic integration and cooperation.”

“Similarly, in the EU, the European Commission makes new laws and regulations that the European Parliament and in turn the parliaments of all EU-member states are forced to accept.”

These excerpts above make some pretty strong suppositions about how USMCA would work and affect the USA. Fears are OK and we should confront and talk about them but to assume, as these remarks do that the USA would just lie down and let them take advantage of us is to not be watching what is happening today (Dec 2019) in the USA vs the World. We are winning and reversing a lot of bad deals made in the past. Also telling countries that signed up for making payments under one deal or another but have not, to pay up, now. NATO comes to mind but it is not limited to them. We have allowed them to cheat us and shame on ALL the administrations of the USA prior to the current one!

You mention that “…Trump is culpable.” He is and will own up to it I am certain. The good leader understand that what happens on their watch is their responsibility. I do hope all remember that when the facts of the previous administrations gross transgressions come to light.

My humble, non-lawyer, life experience tells me that the longer someone speaks/writes the less likely the point is a strong one. Not having read but the one article by Gomez the important item is that somewhere in the USMCA there has to be an escape clause. If we can quit when it gets out of hand, like the EU currently is, then it’s fine.

Concern is needed but nothing would ever be done if we wait for perfect.

PH, I appreciate your appraisal of this and all the other articles you have written, they have all been thought provoking. I do hope my comments have been taken it the light intended, as a different view.

        • You seem to believe everything Trump says – and discount what he actually does.

Gomez’ articles are about the USMCA. My three articles show how USMCA brings about the economic integration of Canada, Mexico, and the United States; and the Task Force Report on the North American Community (NAU) brings about the political integration of the three countries.

You must read my three articles, as well as Gomez’ two articles.

You must also consider Trump’s words about “seizing the guns first, due process later”. Are you fine with that? What about using the Red Chinese model of “social credit” to have social media report to the fed gov’t about those who shouldn’t be allowed to have firearms. You fine with that? https://www.firearmsnews.com/editorial/trump-social-credit-score-system-gun-ownership/367458

Yes, Trump said all the right things – and you had such high hopes – but Trump is turning out to be like just every Republican President during the last some 80 years: A fake who is advancing the globalist agenda. E.g., every Republican President since and including Regan promised to curb illegal immigration – but none of them did a thing about it. Trump talked about building a Wall – but USMCA provides for open borders between Canada, the United States and Mexico. Trump gave a grand speech at the UN talking about how the United States would never surrender its sovereignty, but the USMCA “Trade Agreement” transfers much of our sovereignty to the multinational government the “Trade Agreement” creates as well as subjecting us directly to various existing UN Agreements.

You can not help your Country by refusing to face up to the Reality of what Trump is actually doing.

If you are a Christian, do you remember how Jesus said that we know people by their fruits, not by their words? Politicians tell you whatever you want to hear; because they know that they can pretty much count on you to ignore their actions which are inconsistent with the words you loved so much to hear.

You are not presenting a “different view” based on rational analysis – you are indulging in wishful thinking and denying Reality.

          • PH – I have read that there is a “Sunset” clause in the USMCA agreement, is that correct? I did not see it in your articles or those of Gomez. It is supposed to be a 16 year limit with reviews every 6 years with the ability of any a Nation to with draw from the agreement. Was the source incorrect?

Your concerns over the USMCA being just a part of the NAU and an Art V Convention are noted and important with the unprecedented/unprincipled actions being taken in Congress at present being a reason for close scrutiny of the Government.

Your disdain for President Trump is also noted and you are not alone. He does not do things the way others do and that tends to disturb those who are accustomed to a normal political behavior. He is anything but normal and not political and that is why people like him.

The gun comment you reference is a good example. Observing him shows this is his way of engendering thought/conversation and seeing what happens. Unlikely he would back such actions/laws. His comments are intended to draw out the pros and cons but in an unconventional manner by passing the routine pundit crowd.

As to judging him as a Christian “we know people by their fruits, not by their words” it would seem he has done pretty well for most of us. It is great that he considers “us” as all Americans (US Citizens) not just various splinter groups like many politicians like to pander to.

He is one man operating in one of the most hostile environments in the world and still getting things done.

We have a better economy, fuller employment, more jobs, more manufacturing jobs, lower taxes, less regulation, NATO and UN bureaucracies (and countries) paying more of their share and realizing the USA is not going to foot the bill for them anymore, pull out of troops in Syria and there are others. You get the idea.

You see issues with the USMCA and abuses of the Constitution on other issues. I agree wholeheartedly with you on the issues of NAU and Article V Convention but do not see the USMCA as a part of the other two, especially if it has the referenced sunset clause.

I do enjoy your remarks, thank you.

          • 1. You are not the only one who declines to acknowledge the gap between Trump’s inspiring Words & Promises and his actions. But I would have thought that even the most devoted in the “Trump, right or wrong” fan base would raise an eyebrow at his “Take the guns first, go through due process second” quote. Please note in my paper the provisions of the Constitution which red flag laws violate! And you tell us to ignore it because he doesn’t really mean it?

            2. Any Treaty can be withdrawn from – it isn’t necessary that the Treaty itself permit Signatories to withdraw before they may withdraw! That is a fundamental Principle of Statecraft – see Jefferson’s words on that issue here: https://publiushuldah.wordpress.com/2009/09/19/the-treaty-making-power-of-the-united-states/ at Point 7.

            3. That youdon’t see that USMCA is connected with NAU and gun confiscations, doesn’t mean that they are not connected. We must NEVER let our own understanding be the limit of what is possible. But that you don’t see, does suggest that you haven’t read the USMCA “Trade Agreement” – or Gomez’ and my papers exposing it.

If we let the UN absorb our sovereignty, you will see Hell on earth – in this Country. E.g., https://www.gatestoneinstitute.org/15311/persecuted-christians-enemies

    • Among the fake conservatives is Martha McSally in AZ. Here’s where she stands, and it’s not on the side of the US.

      Dear Timothy,

“Thank you for contacting me regarding the United States-Mexico-Canada Agreement (USMCA). I appreciate your thoughts on this important issue.

I strongly support the USMCA, which makes much-needed improvements to the North American Free Trade Agreement (NAFTA). Cross-border commerce is vital to Arizona’s economy. Between 2015 and 2017, Arizona exported, on average, $10.5 billion annually in goods to Mexico and Canada. More than 228,000 Arizona jobs exist today because of trade with Mexico and Canada, and there is significant potential for our economy and jobs to grow even more.

The USMCA is major win for American workers and the people of Arizona. As compared to NAFTA, the USMCA incentivizes more domestic production of cars and trucks, increases intellectual property protections, improves US access to the Canadian dairy market, and is subject to renewal every six years. The new agreement modernizes NAFTA and prioritizes workers, farmers, and ranchers.

Congress must ratify the USMCA in order for it to go into effect. We will all benefit from an updated agreement and I will continue to advocate on behalf of Arizonans as Congress considers the details and works to implement this deal. I am working in Washington D.C. and at home in Arizona to highlight the benefits of this new trade agreement and ratify the deal as soon as possible. Should the USMCA or other legislation regarding trade come before the Senate, rest assured I will keep your thoughts in mind.

As the 116th Congress addresses the many challenges facing our nation, I hope you will continue to share your thoughts and concerns. To keep up with my work in Congress, you can follow me on Twitter and Facebook, or visit my website at mcsally.senate.gov where you can sign up to receive my e-newsletter. Again, thank you for sharing your concerns. Please continue contacting my office regarding issues that you feel are important to you and to Arizona.”

    • At its heart, of this myth of the Khazars/Zionists, and all other anti-Semitic lies, is the belief that Jews–all Jews everywhere–form a conspiratorial body set on ruining and dominating the rest of mankind. And this belief is simply a modernized version of the popular medieval view of the Jews as a league of malevolent agents employed by Satan for the spiritual and physical ruination of Christendom; which had its origins with the early Church Fathers like St. John Chrysostom-(one has only to read his Adversus Judaeos, “Eight Homilies Against the Jews” to see the genesis of, both, Nazi ideology and that of Islam/NOI, et.al.) The supreme expression and vehicle of the myth of the Jewish world conspiracy the notorious Czarist forgery known as the “Protocols of the Elders of Zion” has undergone a total renaissance and wider dissemination through the internet via state-sponsors of disseminating anti-Semitic propaganda like Iran, and their proxies. It is a great mistake to suppose that the masses would read credible, educated, sane writers of history. On the contrary, there exist a subterranean world where pathological fantasies disguised as ideas are churned out by unscrupulous pseudo-“professionals” and half-educated fanatics for the benefit of the ignorant and superstitious . There are times when this underworld fascinates, captures and dominates multitudes of people , and cause them to take leave of sanity. And this has become glaringly apparent with movements like NOI, Christian Identity, et.al. and their use of old anti-Semitic myths about the Khazars, and now the “Zionists,” etc. For this is the deadliest kind of anti-Semitism , the kind that results in massacres, and attempted genocide, and has little to nothing to do with real conflicts.
